I want to be able to drop a set amount of flaps or elevators or both for certain flight conditions (such as launching a glider). Can my 9C do this?

Absolutely! This is exactly what the airbrake function is designed for.

ObjectiveStepsKeystrokes
Set Up AirbrakeOpen the programming menuPress Mode, twice if needed, to go to Advanced Menu
Select Air BrakeDial right to AirbrakePress Dial to select
Make it activeCursor Up once to Mix and Dial Left to On
Check Stock SettingsMove Switch C to down position.
Adjust rates as needed 
Option available to change modeChange mode from manual to Linear if desired to operate airbrakes from throttle stick
Close MenuPress End Twice

Note: you can turn either of these down to 0 if you want no reaction from channel 6 or channel 2.
